Анотація
У статті уточнено функції системи забезпечення воєнної безпеки, з-поміж яких цілепокладання, цілевизначення, цілереалізації, інформаційна, інформаційно-аналітична, програмно-практична, організаційно-управлінська, інтеграційна, діагностична, прогностична, планування, програмно-адаптивна, науково-адаптивна, координаційна, інформатизаційна, моніторингу суб’єктів реагування на загрози воєнній безпеці, кризові ситуації у військовій сфері.
Доведено, що проєктування і конструювання системи забезпечення воєнної безпеки має здійснюватися в рамках теорії війни, теорій міжнародної та національної безпеки, теорії державного військового управління, теорії кризового реагування, з урахуванням загальних та організаційних принципів функціонування вказаної системи, а також принципів соціального проєктування систем національної безпеки
Опис
The article specifies the functions of the military security system, the list of which includes: goal setting, goal definition, goal implementation, information, information-analytical, program-practical, organizational-management, integration, diagnostic, prognostic, planning, program-adaptive, scientific-adaptive, coordination, informatization, monitoring of subjects of response to threats to military security, crisis situations in the military sphere.
It is proved that the design and construction of the military security system should be carried out within the framework of the theory of war, theories of international and national security, the theory of state military management, the theory of crisis response, taking into account the general and organizational principles of the functioning of the specified system, as well as the principles of social design of national security systems.
The conducted research made it possible to state that the current theoretical and methodological problems of the development of the military security system of Ukraine are: the lack of systematized knowledge on the issues of hybrid threats and crisis situations that threaten national security, relevant knowledge on responding to the aforementioned threats and crisis situations; the lack of methods for diagnosing and predicting crisis situations that threaten national security, as well as potential cascading and synergistic effects of crisis and emergency situations of a military nature; giving preference in the practice of responding to threats to military security, crisis situations in the military sphere of Ukraine to reactive response technologies and the lack of proactive response technologies; uncertainty of the prospective information models of the military security system of Ukraine; imperfection of mechanisms for ensuring military security; imperfection of mechanisms for organizing interaction and coordination of actions of military security entities; low level of interaction and communication between structural units of the Ministry of Defense of Ukraine on issues of responding to crisis situations in the military sphere
