| dc.description.abstract | У статті розглянуто питання ролі та місця підрозділів оперативного призначення Національної гвардії України (НГУ) в структурі інших складових сил оборони в умовах запровадження правового режиму воєнного стану. Обґрунтовано, що з початку повномасштабної збройної агресії російської федерації (лютий 2022 року) серед наявних в НГУ підрозділів найактивніше в зоні бойових дій залучалися саме підрозділі оперативного призначення. Наведено аргументи на користь того, що в сучасних умовах запровадженого правового режиму воєнного стану підрозділи оперативного призначення НГУ за обсягами залучення сил та засобів для виконання завдань з оборони держави, наявних результатів у структурі інших залучених складових сил оборони посідають вагоме місце після ЗСУ. Визначено подальші напрями дослідження щодо підвищення ефективності та боєздатності підрозділів оперативного призначення НГУ для виконання завдань сил оборони в умовах правового режиму воєнного стану, яке ґрунтується на запровадженні стандартів НАТО та враховує вивчення і впровадження передового бойового досвіду (After Action Review) всіх сил оборони країни. | |
| dc.description.abstracten | The article examines the role and place of the operational units of the National Guard of Ukraine (NGU) in the structure of other components of the defense forces in the context of the introduction of the martial law regime. It is shown that in the context of the ongoing armed aggression by the russian federation, the capabilities of the NGU have been strengthened over time, which has enabled it to perform defense tasks in the combat zone more efficiently and to provide significant assistance to the Armed Forces of Ukraine (AFU). It is proved that since the beginning of the full-scale armed aggression of the russian federation (February 2022), among the units available to the NGU, it was the operational units that were most actively involved in the combat zone. The author provides arguments to prove that in the current conditions of the introduced legal regime of martial law, the units of the NGU, including operational units, in terms of the volume of forces and means used to perform tasks for the defense of the State, the results achieved, and the structure of other involved components of the defense forces, occupy a significant place after the Armed Forces of Ukraine (including the Territorial defense of the AFU) and the Main Directorate of Intelligence of the Ministry of Defense of Ukraine. For further study of this issue, the results generated by AI tools (Copilot, Claude AI) were used to answer the questions related to the activity of the defense forces in repelling the armed aggression of the russian federation in the period of 2022-2024. The issue of the ratio of the scope of the functions and duties defined by the current legislation in the field of defense, which are assigned to the NGU and to the State border service of Ukraine, the National Police of Ukraine, the Security Service of Ukraine, was investigated, according to the results of which it was established that the NGU has greater functionality in this direction among other subjects. It has been established that recently there have been active processes of development of the existing capabilities of NGU in the following directions: 1) institutional capabilities; 2) operational (combat, special) capabilities; 3) capacity to ensure readiness; 4) capacity to ensure activity. In order to strengthen these capabilities of the NGU and the Ministry of Internal Affairs of Ukraine, the process of forming operational brigades as part of the "Offensive Guard" project was continued from 2023. It is substantiated that in terms of their capabilities, the operational brigades of the NGU are mostly close to the mechanized brigades (units) of the Armed Forces, which, in addition to defensive actions, are also capable of offensive and assault actions. Further research directions have been determined to improve the effectiveness and combat capability of operational units of the NGU to perform the tasks of the defense forces under the conditions of the legal regime of martial law, which is based on the introduction of NATO standards and takes into account the study and implementation of advanced combat experience (After Action Review) of all the country's defense forces. | |
