| dc.description.abstracten | The article deals with the problems and prospects of using the category «crisis situations threatening national security» in modern legal science and practice of functioning of the security and defense sector. Crisis phenomena and crisis situations are considered as an object of scientific research, the directions of scientific research of the category «crisis» in modern science are highlighted. The conditions for considering the situation as one that threatens national security are determined. The connection of the «crisis», «crisis state» of a citizen – recipient of social services with the lack of control of such a person by the state, as well as with the negative consequences of an emergency or dangerous event is established. The conditions for classifying a crisis situation as an «emergency» and its solution by means of the Unified State System of Civil Protection are determined. The subjects of civil-military relations are considered as participants in resolving crisis situations that threaten national security. Based on the analysis of strategic decisions to ensure the national interests of Ukraine, the correlation of the content of the concepts of «crisis situation» and «crisis situation that threatens national security» is carried out. The perspective model of further functioning of the security and defense sector of the country, strategic decisions on its content in the context of resolving a crisis situation that threatens national security, legal regimes of its functioning are considered. The processes of settlement of civil-military relations with the participation of individual components of the security and defence sector of the country to observe (ensure) the national interests of Ukraine are proposed to be defined as the scope of the concept of «crisis situations threatening national security». The conditions for considering a situation as threatening national security are the presence of dangerous factors qualified by physical, chemical, biological or other action (impact), negative consequences and/or decision-making by an authorized official or collective body. | |
