| dc.description.abstract | У статті приділено увагу проблематиці кримінально-правового забезпечення державної безпеки у сфері протидії корупції, досліджено актуальні питання кримінально-правового забезпечення державної безпеки у сфері протидії корупції, у тому числі у сфері оборони. Окреслено актуальність проблеми, розглянуто динаміку та показники сприйняття корупції у суспільстві. Крім того, у статті відображено проблеми подолання корупційних ризиків у сфері оборони, а також необхідність ужиття заходів реагування. | |
| dc.description.abstracten | Attention is paid to the problems of criminal-legal provision of state security in the field of anti-corruption, topical issues of criminal-legal provision of state security in the field of anti-corruption, including in the field of defense, are investigated. The dynamics and indicators of perception of corruption in society are considered. In addition, the article reflects the problems of overcoming corruption risks in the defense sector, as well as the need to take response measures. The main tasks of state policy in the field of ensuring state security, established by the Strategy for ensuring state security, are highlighted. The procedure for the implementation of effective anti-corruption programs and the introduction of intolerance to corruption and manifestations of corruption, the detection and termination of criminal and other offenses, the improvement of the level of integrity in the defense forces, as the goal, priority and task of implementing state policy in the military sphere, the sphere of defense and military construction, were discussed. determined by the Military Security Strategy of Ukraine. The lack of a unified approach to solving the problem of overcoming corruption risks in the defense sector in the legislation was noted, and the organizational and legal form of functions and powers of existing anti-corruption tools used in the security and defense sector was emphasized. The article also discusses the problem of non-compliance with international standards of the provisions of criminal legislation, which relate to criminal liability for corruption criminal offenses, their inconsistency with each other and with the provisions of criminal procedural legislation and the Law of Ukraine “On Prevention of Corruption”. Emphasis is placed on the need to improve criminal law and other means of fighting corruption at the international and national level, and to improve criminal legislation. It is proposed to consider the issue of increasing responsibility and punishment for corruption criminal offenses during the martial law period, as an urgent need and a mandatory condition for fighting corruption in Ukraine in various spheres of public life. | |
